Senators honor community land trust leaders and author introduces bill to ease local restrictions on CLTs

Senators on the floor recognized leaders of community land trusts from across California in observance of World Community Land Trust Day and highlighted the role of CLTs in expanding affordable homeownership.
Sen. Smallwood Cuevas introduced visiting leaders from organizations including Bay Area Community Land Trust, California Community Land Trust Network, Oakland Community Land Trust and Housing Land Trust Ventura, and described community land trusts and housing cooperatives as "proven partners" that can increase access to ownership and alleviate poverty.
Smallwood Cuevas said she authored SB 592, which "seeks to remove community land trust preemption in allowing them to be able to invest more in building these homeownership models," and asked colleagues to welcome the visitors and learn about CLT models. Several other senators, including Sen. DeMaul and Sen. Becker, added support and noted the need to preserve affordable housing as well as expand CLT models.
No formal floor vote on SB 592 occurred during the session; the matter was introduced to raise awareness and support for the CLT sector. Members encouraged colleagues to meet visiting leaders later in the day and to review the bill’s text in committee.
