Board approves IGA with Pinal County to run bond election

The J O Combs Unified School District governing board unanimously approved an intergovernmental agreement with the Pinal County Recorder and Elections Department to provide election services for the district’s Nov. 4, 2025 special bond election.
Superintendent Dr. Wyman said the IGA is the next procedural step after the board’s decision to call the election and recommended approval “as presented.” Board members voted 5-0 to approve the agreement.
Why it matters: The county IGA defines the logistics and costs for the county to print ballots, mail ballots and canvass results for a mail-ballot election in a non-presidential/gubernatorial year. Dr. Wyman told the board the election will be a mail-in ballot only, citing state rules for off-year elections and the cost of running in-person polling places.
What the vote did: The motion to approve the IGA passed 5-0; staff will proceed to finalize arrangements with the county and coordinate necessary materials for the ballot pamphlet and mailings.
