Haysville USD to separate PTO funds from school general ledger, treasurer says

The Haysville USD business office told the board it will remove parent-teacher organization (PTO) funds from school general-ledger activity accounts and help parents establish separate, independent accounts for fundraising next school year.
Mister Ryan, the district treasurer, said the change responds to audit recommendations and aims to increase transparency. "We are taking the step to remove the PTO from that account altogether and making it a separate entity, outside of the school building," he said.
Under the plan, each PTO would operate as an independent parent-run organization. The district said PTOs would not operate under the district's 501(c)(3) structure; instead, they would be set up to raise funds and purchase items for schools rather than provide cash directly to the district. Ryan added the district can help PTOs with accounting, including arranging for audits if the groups request them and advising on required bank-signature practices.
Board members asked about fiduciary oversight and auditing. Ryan said the district will provide guidance on governance steps such as multiple signatories on accounts and that the change is consistent with practices across Kansas.
Ending: The district plans meetings with PTO leaders over the summer to set up the new account structures ahead of the next school year.
