Commission briefed on strategic-plan outcomes, waterfront lease vacancies and upcoming June items including beach nourishment and CUP

Harbor staff reported to the Harbor Commission on May 12 that City Council reviewed a letter the commission submitted during a strategic-plan working session and incorporated six of the commission's 13 suggested items into the council's strategic plan.
Staff listed projects that council picked up as part of the plan's economic-vitality goal, including Seaside Lagoon, the boat launch and a focus on leasing and bringing in new businesses. Staff said the strategic plan will be considered by Council on June 3 and will cover a longer timeline than previously (a 10-month plan rather than a six-month plan).
The department reported commercial property updates: the Pier Plaza office complex has about a 10% vacancy rate and staff are negotiating roughly five leases. Staff also said they continue to work on vacancy and redevelopment opportunities at sites including the former Joe's Crab Shack site and Maison Ritz.
Staff also announced two items slated for the June Harbor Commission meeting: (1) the Conditional Use Permit for Basin 3 operators (mechanics and boat-servicing) to be presented by the Community Development Department and (2) a presentation by LA County Beaches and Harbors about a beach-nourishment project for the beach south of the pier intended to maintain a 60-foot-wide beach in the face of sea-level rise.
Several commissioners raised operational concerns unrelated to the strategic plan: one commissioner said they heard loud noise from the Beach Life Festival at their residence about a mile away and said they intend to contact police next year if the problem repeats; another commissioner noted they had not heard complaints from their area. Commissioners asked staff to re-invite Police and Fire departments to present quarterly updates to the commission.
Ending: The commission will receive the CUP and beach-nourishment presentations at its June meeting and staff will report back on lease negotiations and strategic-plan progress.
