Board approves $1.25 million courthouse roof replacement with change-order stop-work condition

The Umatilla County Board of Commissioners voted May 7 to authorize a $1,246,640 contract with Anderson Roofing to replace the main section of the county courthouse roof, a project that includes asbestos removal and removing roof materials down to the concrete substrate.
County staff described multiple site examinations, sample testing and previous repairs that indicated a full removal and replacement was necessary. The project includes asbestos abatement work, full removal of roofing material to the substrate and installation of new roofing systems; staff said work will also allow reuse of the formerly covered yard area.
Commissioners and staff discussed scheduling to avoid disruption of court proceedings. Staff said the contractor has municipal experience and will work weekends, early mornings or late nights as needed to avoid interrupting court operations.
Commissioner Doren moved to approve authorization to spend $1,246,640 with Anderson Roofing. The motion included a later amendment, moved and adopted, that any change orders increasing cost would trigger a stop-work order unless the change reduced cost. Commissioners also asked for an itemized schedule of charges (schedule of values) before work proceeds and noted the county will insist on a not-to-exceed approach for change orders.
The motion and the amendment passed. Staff said cage repainting and preparatory work for the rec-yard area is budgeted separately and that about $3,000 of work for cage repainting was already under way.
Project details noted to the board: four bids were received (Griffith Roofing, Anderson Roofing, Umpqua Roofing and Carlson Roofing), with Anderson Roofing the low responsive bidder at $1,246,640. The bid includes asbestos remediation; staff said previous roof replacements and investigations informed the scope. Staff also said the county will request a schedule-of-values from the contractor prior to work.
