The Edmond Planning Commission on May 6 voted 3–1 to recommend approval of an amended Planned Unit Development (case Z22-00019) that would allow restaurants, including drive‑throughs, on a roughly 20,000‑square‑foot parcel at the southeast corner of Kelly and West First Street. The commission’s recommendation sends the amendment to City Council for final action on May 27, 2025.
Planning staff presented the amendment as a narrow change to the existing Kelly PUD, explaining the PUD was originally approved in September 2023 and that the amendment simply adds restaurant uses, including drive‑through/drive‑in, without any other requested modifications. “Staff recommends approval,” Mr. Bridal, planning department staff, told the commission.
Applicant Scott Loper, the property owner, said the request is primarily a cleanup of an earlier regulatory inconsistency. “This was a weird anomaly … we’re just kind of doing some clean up,” Loper said, referring to a later modification of the development‑regulation definitions that removed drive‑throughs and left the PUD text out of sync.
Commissioners discussed site layout and access. Commissioner Winter questioned the exhibit in the PUD and the feasibility of a drive‑through on the shown schematic: “It looks like you would have to hop the curb, hit a bush, and then hit a dumpster to be able to have a drive thru in the back,” Winter said, noting the exhibit is illustrative and that final placement would be handled at site plan review. Planning staff and the applicant said access and curb cuts shown in the PUD — closing two existing drives on Kelly and adding mid‑block and alley access points — remain part of the proposal and will be addressed during site planning.
Commissioners also discussed parking and the theoretical residential capacity of the parcel; staff noted parking requirements and unit‑based parking ratios control how many dwelling units could practically be built on the lot.
A motion to approve the amended PUD carried on a 3–1 vote. The commission record shows the motion passed by roll call vote with a tally of yes: 3; no: 1. The item is scheduled for City Council consideration on May 27, 2025.
