Council committee reviews two nominees for Capital Region Water board; both advanced to legislative session

Shay Zwerver described herself as an environmental policy and public affairs professional with experience in workforce development, coalition building and urban forestry work with the city. Zwerver said she has lived in the region nine years and in Harrisburg for three years and emphasized environmental stewardship, public health and access to reliable water as a public trust. She said she also works part time with the city’s urban forestry program and helps manage outreach associated with a U.S. Forest Service grant to increase tree canopy.
Pierre O. McCoy said he is a hydrogeologist who works for the Susquehanna River Basin Commission (SRBC) and has more than a decade of experience in stormwater and clean water work. McCoy said his career includes managing grants and working on environmental justice and water affordability concerns. He noted that SRBC grants can create conflicts requiring recusal and said he would recuse himself from matters where he has a direct conflict.
Committee members asked both nominees how they were contacted, whether they foresee conflicts of interest, and how they would approach community outreach. Zwerver said a sitting board member informed her of vacancies and she provided credentials to the mayor’s office. McCoy said he learned of the openings through a colleague and cited his experience on the city’s Parking Authority Board and his work at SRBC; he acknowledged the need to recuse himself from specific SRBC grant matters where conflict exists.
Council members emphasized outreach and transparency around metering, billing and community engagement. Both nominees said they would learn more about Capital Region Water’s outreach history and seek community input; McCoy suggested in‑street outreach and partnership with neighborhood services.
The Administration Committee moved Resolutions 22 and 23 to the next legislative session for a formal vote. The board chair of Capital Region Water later offered public comment in support of both nominees.
