Madera County GSA committee adopts rules, extends public comment to five minutes

The Madera County Groundwater Sustainability Agency Committee voted to recommend that the Board of Directors adopt a resolution formalizing committee rules that increase the public comment period and allow commenters to suggest future agenda items.

The committee met May 6, 2025, and staff said the committee was created in January to provide “greater transparency and more opportunities for public participation,” and that draft rules had been presented previously. Committee staff and a consultant told the group that the public had requested a longer comment period; staff proposed changing the comment limit from three minutes to five minutes per speaker and adding language to allow members of the public to suggest agenda items during the opening public comment period, at the discretion of the board.

The nut graf: Committee members and staff said the changes aim to make the new advisory committee more usable for growers and other stakeholders by giving more time to describe technical issues and a clearer path for adding items for future agendas. During public comment, representatives from the Madera Ag Water Association and others supported the changes but asked the committee to clarify the process and allow the committee discretion to extend comment for particularly technical topics.

In the discussion, staff encouraged members of the public to contact their sitting supervisor or county staff in advance when possible so staff can prepare presentations if an item is added. Noah Lopez of the Madera Ag Water Association thanked staff for adding the requested agenda-language and suggested the rules explicitly allow the committee to extend public comment beyond five minutes when needed. Staff responded that the committee chair has latitude to allow longer comments and that staff will clarify the public-comment language in agendas similar to the Board of Supervisors format.

The committee moved, seconded and approved the recommendation to send the resolution adopting the committee rules to the Board of Directors. A roll call recorded two yes votes and no no votes.

The committee packet includes the full text of the proposed rules and the minutes of prior committee meetings; staff said the complete rules are attached to the item for review. The committee expects the Board of Directors to consider the resolution at a forthcoming board meeting and to return to the committee for implementation details once the Board acts.

A final note: staff said the committee will continue to refine agenda and public-comment language and to publish clear instructions to help the public understand when to suggest agenda items and how to submit materials in advance.
