Council approves pedestrian easement, code supplement and event waivers; grants and event permits also approved

Dublin City Council on Monday approved a set of ordinances, a code supplement and a series of event-related waivers and permits, including acceptance of property easements for a pedestrian crossing and waiving competitive bidding for beer procurement tied to the Dublin Irish Festival.

The actions were taken by roll call votes during the council’s regular meeting; staff had recommended approval for the listed items and no members of the public spoke against them during the hearings.

Among the items approved was Ordinance 10-25, authorizing the city manager to accept dedication of easements from Dublin City School District for the Muirfield Drive at Sells Mill Drive pedestrian crossing improvements. Council also adopted Ordinance 11-25, a supplement to the city code of ordinances.

Council approved Resolution 30-125, waiving competitive bidding for the procurement of beer for the 2025 Dublin Irish Festival. Staff reported that Guinness and Coors (listed in staff materials as sponsors) provide both cash and in-kind sponsorships—Guinness contributing $25,000 cash and $10,000 in product/services and Coors contributing $20,000 cash and $10,000 in product/services—which staff said offset roughly one third of the anticipated beer purchases for the festival.

Other approvals included waivers to permit alcohol sales on public property for the North Market Wine Festival and for the Dublin Irish Festival 5K and after-party, an extension of the special event (DORA) boundary to include adjacent lawn areas for the Summer Fun Series music and movie events, and approval of the Spring 2025 Beautify Your Neighborhood grant awards. Staff reported the Beautify program budget is $32,000 for the year with a $5,000 maximum per application; six spring requests totaling about $21,666 were approved.

Council also received updates and held non-binding discussion on several informational items at the meeting.
