Summary
The Goldsboro City Council voted unanimously to rezone a small office/ institutional parcel at the corner of North Berkeley Boulevard and Ridgecrest Drive to General Business (GZO‑0125), following a staff recommendation and a planning commission endorsement.
Goldsboro City Council on May 5 approved an ordinance rezoning a parcel at the corner of North Berkeley Boulevard and Ridgecrest Drive from Office/Institutional to General Business.
Planning Director Helmer told council the subject property is approximately 0.43 acres (18,730 square feet) and is currently occupied by a law office. Staff recommended approval, saying the change is consistent with the city’s comprehensive land use plan and the surrounding pattern of commercial zoning. The planning commission unanimously recommended approval on March 31, 2025.
Applicant representative Mark Hunter said he had nothing to add to the staff report but was available to answer questions. No members of the public spoke for or against the rezoning during the public hearing.
Councilmember (unnamed on the record) moved to “approve and adopt the ordinance.” A second was recorded, and the clerk reported the final vote as 5–0 in favor. The council did not request a separate consistency statement during the meeting.
The rezoning will allow a range of commercial uses appropriate to the General Business district, including convenience stores, medical offices, fitness centers, retail sales, and other community-serving uses permitted under that zoning category. Planning staff noted the site’s proximity to major transportation corridors and existing commercial frontage as supporting factors for the rezoning.
City staff indicated they will file the adopted ordinance and proceed with any subsequent permitting or site plan review required for future development under the new zoning.
The vote concludes the public hearing on GZO‑0125; no appeals or conditions were recorded during the council action.
