Committee forwards positive recommendation for Casa Guadalupe Supermarket 2 liquor license at Cesar Chavez Street

The Public Safety and Neighborhood Services Committee voted May 8 to request that the clerk prepare a resolution recommending the Board of Supervisors approve a Type 20 off‑sale beer and wine license for Casa Guadalupe Supermarket 2 at 3400 Cesar Chavez Street and forward the recommendation to the full Board.
Officer Natalie Viatoro Crane presented the ABC liaison unit’s report, which said the applicant applied for a Type 20 license for an off‑sale beer and wine license at the former Walgreens location. The ABC report said there were no letters of protest or support, that the site is in a plot the unit characterized as a high‑crime area and in a census tract the unit described as a high concentration area, and that Mission Station had no opposition. The liaison unit recommended approval with two conditions: that the petitioner actively monitor adjacent property to prevent loitering and that the petitioner maintain adjacent areas free of litter as depicted on the ABC map.
Steven Hill, speaking for the applicant and identifying himself as the son of the owner and operator, said the site is a previously vacant 12,000‑square‑foot former Walgreens and that the business will provide parking and a “one‑stop shop” for the community. “We’re really thrilled to have the 12,000 square feet lot under a small business. That’s been thriving in the Mission for 35 years. Now we have 20 parking spaces and we really want to center ourselves as a one‑stop shop within the community,” Hill said.
There was no public comment on the item. Chair Supervisor Matt Dorsey moved to forward a positive recommendation; the clerk recorded the motion as passing with three ayes and Vice Chair Mahmood excused. The clerk noted items acted on by the committee are expected to appear on the full Board of Supervisors agenda on May 20 unless otherwise stated.
The ABC unit’s conditions and the committee’s referral will accompany the item when it goes to the full Board for final action.
