EMS District 2 board discusses expanding membership, term lengths and communications policy

The EMS District 2 board on April 14 discussed proposed amendments to its bylaws that would add an additional city representative, create a rotating fire district commissioner seat, and add language centralizing official communications.
The changes under consideration would affect the board's composition and require an amendment to the EMS interlocal agreement executed Jan. 1, 2025 between EMS District 2, Clark County and the four cities in the district. Deanne Cortes, Clark County contract administrator, said staff has consulted the cities and the county council and will draft changes for the board's review.
Board members discussed term lengths and rotation. Dan, a board member, explained the current arrangement: the Clark County chair serves alongside one additional member; the city representative serves a two-year term and rotates alphabetically among participating cities. "So currently right now, Battleground is serving. So the next city, if the board does decide to bring on an additional city, would go to La Center," Dan said. He said the fire commissioner seat requires further discussion because three fire districts sit within EMS District 2.
Board members favored aligning the fire commissioner rotation with the cities' two-year cycle so that membership would be more stable. Chair Sue Marshall said she wants official communications to be centralized: "I think it would be good to, as far as official communication goes, assure that it's the chair, and or in coordination with Diane or whoever the administrator is of this program, speak on behalf of EMS District 2." Board members confirmed the chair would seek board consensus before speaking for the body.
Cortes said that because the 01/01/2025 EMS interlocal agreement contains language about board makeup, any change to membership will require amending that interlocal. She committed to drafting bylaw language and amended interlocal language and circulating it to the board before the May meeting so the board has time to review.
Next steps: staff will draft proposed bylaw amendments and interlocal amendment language and return them for board consideration in May.
