Planning department reports zone-change requests, housing permits and steady construction activity

The Hardin County planning and development director updated the fiscal court on May 13 on recent land-use activity including zone-change requests, subdivision proposals and building-permit trends.

Adam King said a Triple Star LLC zone-change application would rezone property just south of the I-65 interchange on South Dixie from rural residential (R-2) to convenience commercial (C-1) for an 11,000-square-foot convenience store with speculative commercial space planned for a possible restaurant. King also described a Brentwood Farms Inc. proposal to rezone a parcel near Brentwood subdivision from rural residential (R-2) to urban residential (R-1) to allow 20 single-family lots that would connect to the existing subdivision.

King reported activity counts through April: eight conditional use permits, seven development plans, four zone changes, 25 subdivision plats and 12 variances. For the year to date the department recorded 29 plats and 44 new lots in 2025 compared with 33 plats and 49 lots at the same time in 2024. Building-permit activity showed 47 building permits year-to-date and 310 electrical permits (the county performs electrical permits for other jurisdictions), and 30 single-family dwellings had been permitted so far in 2025 versus 36 at the same point in 2024.

King said 13 subdivisions currently have new streets in various approval stages, with 11 proposed for single-family residential, one multifamily duplex proposal and one commercial subdivision; some newly constructed streets are in a one-year warranty period before the county will accept them into maintenance. He also reported 445 inspections (rough and electrical) performed in the two-month reporting period.

King added that he had already recorded five building permits in May before the meeting, indicating continued activity as weather improves.
