The Hurricane City Council approved awarding a contract to Gardner Brothers Drilling of Enterprise, Utah, for drilling and development of the Sky Ranch well project for $1,308,985.
City staff said three qualified bids were received; the city’s consulting engineer (Alp Engineering) recommended the lowest qualified bidder. Staff explained that a prior test well had been drilled on city-owned property and that the city completed a property trade to secure the new test well site; with ownership of the new test site confirmed, staff said the contract could be awarded.
Councilman Fawcett moved to approve the award to Gardner Brothers Drilling for the base bid plus the selected alternative (alternative #2) totaling $1,308,985; Councilman Preet seconded. The council voted in favor (ayes) and staff said funding contingencies and additional funding approvals had been resolved sufficiently to let the project move forward.

Staff and the contractor will proceed with drilling and development as specified in the contract; staff will manage project oversight and return any major change orders to the council as required.
