The Hurricane City Council approved two related power items: the appointment of Mark Mogg to the city’s power board and a motion to allow staff and the power board to proceed with negotiations and agreements needed for a power-line extension to serve the proposed Zion Regional Medical Center.
On the appointment, the council heard that Mogg is an electrician with prior service on a local power-related advisory board. Councilman Fawcett moved the resolution approving Mark Mogg’s appointment to the power board; Councilman Preet seconded and the council voted in favor.
On the hospital power infrastructure, staff summarized that the Zion Regional Medical Center project will need additional distribution capacity and that, to serve the hospital, the city’s work includes transmission lines and the Sky Mountain Substation (a project identified in the city’s impact-fee study and planning work). Staff said hospital developers have agreed to pay for distribution lines and indicated they would consider building or fronting substation work with reimbursement through impact-fee credits. Council discussion emphasized that any detailed reimbursement or construction agreement would return to the council for approval and that the council’s motion authorized staff to negotiate and draft formal agreements.
Councilman Kathleen Hershey moved the line-extension request action (as phrased to allow staff to facilitate the extension); Councilman Thomas seconded. The motion passed unanimously. Staff and power staff said they will prepare written reimbursement/agreement documentation for council review and approval before finalizing financial commitments.
