At its May 14 session the Toledo Zoning and Planning Committee recorded referrals and approvals on several cases and accepted staff studies on multiple topics. Committee items with recorded outcomes or referrals included the following:
- Case Z25-00006 (1692 Nebraska Avenue): A downzoning request for refinancing and neighborhood residential conformity was recommended for approval by staff and moved through the committee. The chair reported the recommendation as approved and sent to City Council.
- Case Z25-00009 (3305 Franklin Avenue): Applicant requested a change from CN neighborhood commercial to residential zoning to host a residential group home; the committee amended the requested district to RS-6 single-dwelling residential to avoid labeling the property as a duplex, and referred the matter to City Council as approved.
- Case SUP254-0010 (0 Dura Avenue): A special use permit for a stand-alone solar array on a capped landfill — with land commission support and no recorded opposition — was forwarded to City Council as approved; staff said it likely will power nearby industrial users.
- Case B-58-25 (Whitmer Drive vacation between West Alexis and Lyceum Place): Washington Local Schools representatives and city staff described a relocation of Whitmer Drive to improve pedestrian safety and parking for a middle-school campus. The committee sent the vacation to the Board of Revision and Assessments as approved.
- Case SUP25-0009 (1111 Mason Street): A special-use permit for a small residential group home for adults with special needs was presented; staff noted required conditions and that clients would not be driving; the committee recommended approval and sent the matter to City Council as approved.
In addition to zoning cases, the committee received staff studies and briefings on multiple issues: a study of historic buildings and long-term preservation strategies, an analysis of limits on the number of dogs and enforcement pathways, and a proposed text amendment and proposed healthy-food overlay coupled with spacing rules to address the impacts of small-box discount stores. The committee indicated staff will bring proposed text amendments (including a proposed spacing rule for small-box discount stores, with WIC-vendor exemptions) back for later hearings and noted some moratoriums and studies may require brief extensions to complete follow-up work.
Committee chairs and staff underscored that many items will move to City Council and other city boards for final action; committee-level referrals do not themselves change zoning.
