CAMPO updates policies and procedures to reflect federal DBE changes; board authorizes limited administrative edits

The Carson Area Metropolitan Organization on May 14 adopted revisions to its policies and procedures to align CAMPO procurement and monitoring with recent federal Disadvantaged Business Enterprise (DBE) requirements and to update forms in appendices B and C.
Chris Martinovich, CAMPO transportation manager, said the revisions were driven by “changes to federal DBE regulations” and that staff updated FTA procurement policies and related forms to be more consistent with NDOT practices. Martinovich told the board the updates standardize DBE monitoring and make forms similar or identical to those used on NDOT projects.
Members debated whether to allow staff to administratively update appendices without returning to the board for every minor change. One board member suggested limiting administrative amendments to changes explicitly required by federal regulation; another member supported adopting that narrower language. Martinovich indicated he was comfortable implementing administrative edits when they were “based on a change in federal regulations.”
A motion to approve the revisions as discussed passed unanimously. The board will be notified when appendix revisions occur; staff said more substantial changes or items with policy implications would return to the board for approval.
