CAMPO recommends $818,000 FY2026 fund budget to Carson City Board of Supervisors

The Carson Area Metropolitan Organization on May 14 voted to recommend that the Carson City Board of Supervisors adopt the CAMPO fund budget for fiscal year 2026, a balanced package staff presented at $818,000 in total revenue and expenditures.
Chris Martinovich, CAMPO transportation manager, told the board the FY2026 column shows $818,000 in total revenue that matches $818,000 in total expenditures; the revenue consists primarily of consolidated planning grant funds from the Federal Transit Administration and Federal Highway Administration, plus local match from Douglas and Lyon counties and a beginning fund balance. Martinovich noted some prior-year reimbursements and one-year caps, saying “we're capped at $696,504. That's what our agreement with NDOT fiscal year 25 says. And so we can't increase that without amending the agreement.”
A board member asked for clarification on how salary and related benefits are shown in the CAMPO fund, noting 2025 actuals included Medicare and retirement charges that are later reestimated to zero. Martinovich explained the grants are reimbursement-based: costs are incurred and then staff seek reimbursement from NDOT, and finance processes true-ups and reestimate entries at fiscal year-end.
There were no public comments on the FY2026 CAMPO fund recommendation. A motion to recommend the budget to the Carson City Board of Supervisors passed unanimously.
Staff said the recommendation will move to Carson City Finance and the Board of Supervisors, which administers the CAMPO fund under the city's interlocal agreement.
