The Carson Area Metropolitan Planning Organization on May 14 approved Amendment No. 1 to its Unified Planning Work Program (UPWP) for fiscal years 2025–26, a revision staff said updates federal emphasis areas, rolls over unused FY2025 funds and increases the FY2026 budget by $365,650.
The amendment, presented by Kelly Norman, senior transportation planner, updates work-element completion dates and funding. Norman told the board the FY2026 UPWP budget “consists of $1,289,549 in consolidated planning grant funds, $305,000 in other federal and local funds which include the TAP funds for the US 50 Complete Streets and the local funds for the North Carson Complete Streets feasibility study,” plus a required local match of $53,260. Norman said a 30-day public comment period ran from April 1 through May 1 and “No public comments were received.”
Members discussed the UPWP’s priorities; one member noted the board’s focus on finishing the regional transportation plan and on complete-streets projects. During public comment, Carson City resident Mark Costa asked whether UPWP funds could be used for planning local roads not on the federal network, particularly for maintenance and repair planning. Norman did not commit to a change in scope but described the UPWP as the work program that captures staff tasks for the two-year period.
A board member moved to approve the amendment as presented; the motion passed unanimously.
The amendment will be reflected in the FY2026 UPWP and in related grant and budget documents. Staff said they expect to continue responding as federal guidance evolves and will implement required changes in future amendments if necessary.
