Robert Rhodes and Sandra Aguilar presented the proposed plan, which continues three major solicitation projects (Grand Avenue Art Project, Escondido Creek Trail, Escondido Expressions) and several education and maintenance items. Staff proposed increases in project budgets to address scope and contingency: an additional $60,000 for Escondido Creek Trail (contingent on securing an exemption to allow muralists rather than licensed paint contractors), an additional $50,000 to the Grand Avenue Art Project for a 10% contingency, and an increase to Art, Culture and Creativity Month funding from $50,000 to $75,000.
Commissioners discussed capacity and the limits of staff and school-district partners to manage additional student murals. Commissioner debate centered on whether to shift funds toward more student-led projects in the face of a state law requiring licensed paint contractors for murals on city property. One commissioner proposed increasing the Escondido Union High School District (EUHSD) student mural allocation from $15,000 to $35,000, and subsequent motions narrowed that to an increase to $25,000. The motion to increase EUHSD funding from $15,000 to $25,000 passed 4-3.
Commissioners then moved to approve the annual work plan and proposed funding with the amended student-mural line item; staff clarified the additional $10,000 would come from the public art reserve rather than reducing other line items. The commission approved the annual work plan with the change by voice vote.
Staff also discussed proposed new or carryover line items: a $20,000 seed for a banner program intended to help build an art maintenance fund, $100,000 for a Queen Califia strategic-plan study (to be performed by a consultant), continued funding for community mural requests (approximately $50,000 set aside), and $15,000 proposed for the Escondido Union High School District partnership (adjusted by commission action to $25,000). Rhodes noted the public art fund is financed primarily by developer fees and that available funds will vary by year.
The commission discussed deaccession recommendations: staff suggested removing the "Pillars of the Community" pieces due to damage, while Vinehenge had already been deaccessioned and partially saved for future use. No immediate deaccession vote was taken; staff asked commissioners to consider deaccession candidates in future meetings.
A separate proposal to paint 11 concrete seats in Washington Park with student art was raised for inclusion in the work plan; commissioners asked staff to coordinate with the EUHSD student-mural program and revisit feasibility given staff and district capacity.
