Council confirms Solvang Mesa landscape district assessment; average parcel levy rises about 3%

The Solvang City Council on May 12 voted 4–0 to adopt Resolution No. 25‑1290, confirming and levying the fiscal‑year 2025–26 assessment for the Solvang Mesa Landscape and Lighting Maintenance District (LLMD). The annual assessment was set at $1,429.66 per parcel, a staff report said, representing roughly a 3% increase over last year to fund scheduled maintenance without drawing on reserves.
Rafael Castillo, planning director, presented the staff report and said the assessment level would allow the LLMD to operate for the coming year without tapping reserves. Council members asked whether the district’s reserves appeared adequate; staff said the district has “ample reserves” based on the consultants’ review.
The council received no public comment on the matter and moved to adopt the resolution. The roll call vote was recorded as four yes votes, with Council Member Elizabeth Arona absent.
The assessment applies to parcels in the Solvang Mesa neighborhood and will be used to fund landscape and lighting maintenance activities identified by the district and its contractor.
