Committee backs transfer of off‑sale liquor license to El Chavo Super Mercado in Ingleside

The Public Safety and Neighborhood Services Committee of the San Francisco Board of Supervisors voted to send a resolution to the full board recommending approval of a type 21 person‑to‑person, premise‑to‑premise transfer of an off‑sale general (beer, wine and distilled spirits) liquor license to El Chavo Super Mercado at 15 Ocean Avenue.
Officer Natalie Viatoro Crane of the San Francisco Police Department’s Alcoholic Beverage Control liaison unit presented the committee with a PCN (public convenience or necessity) report. “They are located in Plot 829, which is considered a high crime area. They are in Census Tract 261, which is considered a high concentration area,” Officer Viatoro Crane said, and reported zero letters of protest and zero letters of support. The Alcoholic Beverage Control liaison unit recommended approval with a condition that the petitioner “shall actively monitor the area under their control in effort to prevent the loitering of persons on any property adjacent to the licensed premises.”
Applicant representative Miss Mel told the committee the business seeks to open a location in the Excelsior District and “intend[s] to sell a lot of imported liquor and not really compete with the surrounding liquor stores,” drawing on a niche market. Ben Bridal, executive director of the Excelsior Action Group, spoke in support and described the site as a long‑vacant, high‑visibility space that would “bring back that space” and provide neighborhood activation and parking.
Chair Matt Dorsey moved that the clerk prepare a resolution finding the license would serve the public convenience or necessity and forward it to the Board of Supervisors with a positive recommendation. By roll call the committee recorded three ayes with Vice Chair Mahmood absent and the motion passed. The resolution will be transmitted to the full board for final action.
The committee record includes the ABC liaison condition and a notation that Ingleside Station had no opposition; 0 letters of protest and 0 letters of support were reported in the PCN file. No formal amendments to the motion were made during the committee hearing.
