Dorchester County awards marina sanitation and generator contracts; airport LED retrofit decision deferred

The council approved a staff recommendation to reduce marina sanitation locations and award portable toilet service to a local vendor, Harmon Septicare, at an awarded amount of $3,970 for the season. The county also amended its dumpster contract (a change within an existing multi-year contract) to remove two locations and shorten the service season; Republic Services was the vendor for dumpsters with the amended cost reported as $20,970 and a stated overall savings of $4,660 from the prior plan.
Public Works Director (mister Osman) told the council the item had been scaled back to focus service where the county provides slips and where county-managed marinas are actively used; the changes were intended to save roughly $5,000 for the shortened season and fewer locations while ensuring service at county slip locations.
Council members voted to prefer a local vendor where reasonably competitive; the porta‑potty award to Harmon Septicare was confirmed and the dumpster amendment to Republic Services was approved.
Separately, the council awarded generator services for a two-year term to Barnes Electric at a total cost of $9,860, to be funded from the relevant FY26 operating budgets for the County Office Building, Circuit Court, Highway Division and the airport.
The airport director requested an award for an LED lighting retrofit at the Cambridge‑Dorchester Regional Airport terminal. Staff recommended awarding to the second-lowest bidder because the lowest bidder omitted specified fixtures and offered a shorter warranty, but council members asked for additional documentation on the bids and deferred the airport LED award to a later meeting to review the bid comparisons and specifications.
Council members also discussed event approvals and reminded event organizers to coordinate with public safety and public works well in advance; county staff stressed that event organizers must follow the standard event process and cover additional costs incurred for public-safety support if required.
