Council awards airport runway rehabilitation contract; FAA funding still pending

The Redding City Council voted to award a contract for rehabilitation of the Redding Regional Airports runways, taxiways and lighting, contingent on the Federal Aviation Administrations grant funding. Staff recommended awarding the base bid and a bid alternative to RAC, and council approved the recommendation.
Public Works presented the scope as a necessary set of upgrades that have been planned for several years but delayed by an FAA administrative error. "These are much needed improvements," the public-works presenter said, and Assistant City Manager Steve Bade said the city had worked closely with the FAA to secure the grant. Bade told council the city expects FAA funding but must award the contract now so the contractor can order long-lead equipment and schedule a planned runway closure.
Staff said the project will require about one month of runway closure for construction and that, while staff are optimistic FAA funding will be approved, there is a potential cost exposure if the grant is delayed or not awarded. Public Works said it currently has approximately $3.6 million available and estimated potential unreimbursable exposure could be in the neighborhood of $2 million, depending on contractor work completed before any FAA denial.
Council approved staffs recommendation to award the contract to allow work to proceed and to give the contractor time to order specialized equipment; staff said they will continue to pursue FAA funding and will square up with the contractor if needed.
