Council approves 25-year lease with Redding Rodeo Association, requires multi-million-dollar improvements

The Redding City Council on Tuesday approved a long-term lease agreement with the Redding Rodeo Association that gives the nonprofit a 25-year primary lease and two 10-year optional extensions for the city-owned rodeo grounds.
City staff and an ad-hoc committee, led during negotiations by council and staff representatives, presented the lease, which remains a city-owned facility but affords the Redding Rodeo Association long-term security at an annual rent of $50 per year. "It's a 25-year primary lease with two 10-year optional extensions, which provides long term security for the Redding Rodeo Association," Barry Tippen (City Manager) told council. Negotiators included an ad-hoc committee that met multiple times with association representatives.
Under the lease, the association committed to phased capital improvements to the announcers booth, private box grandstands and other facility elements, with staff estimating total improvements could exceed $12 million; the lease ties those investments to performance milestones and drawing submissions so the city can track progress. Tippen said the lease also requires increased insurance levels and addresses prevailing wage and California Environmental Quality Act (CEQA) considerations.
Negotiators included association leaders such as Ted Bambino and Baron Browning. Bambino addressed council, thanking the city and the ad-hoc committee for the negotiation process and describing the partnership as the basis for long-term improvements. "It developed a partnership that we can go forward with for many years," Bambino said, describing multiple meetings and the associations intent to expand community programming at the grounds.
The lease includes operational coordination requirements: quarterly meetings among vendors, the city and the association to address parking, event coordination and conflicts, and direction to develop a parking plan and use alternative city lots and transport options if needed. The lease also contains a clause to compensate the association for agreed investments if future plans result in different use of the site.
During council discussion several speakers praised city staff and the association; council moved and seconded the staff recommendation and approved the lease. After the vote council members and association leaders posed for a photo.
