The City Council asked staff on May 6 to explore the feasibility of a swim-park/aquatic-center on Victorville's West Side and to return with concept drawings and a risk-management briefing.
Mayor Pro Tem Tim Herriman introduced the request for a community-focused aquatic facility with multiple attractions for children and families, not a single competition pool. Staff noted the city's Parks and Recreation Master Plan already lists a Westside pool complex as a longer-term need and that a number of competing park and civic projects (sports complex, splash pads, Civic Plaza) are in planning or design. Staff said acquiring property immediately without a clear concept would be premature and recommended developing a concept and cost estimate before pursuing a specific parcel or purchase.
Council approved a motion directing staff to do a feasibility study and prepare conceptual drawings; to arrange a tour of an existing comparable facility for two elected representatives (mayor and mayor pro tem) together with city staff; and to include a risk-management report as part of the follow-up. The motion passed with a majority of council present; the item was intended to start concept planning rather than commit funds or to acquire property.
Councilmembers emphasized the desire for a family-oriented facility (toddler wading areas, water play structures, slides and multi-age features) and requested staff and Parks & Recreation to coordinate community outreach if the concept advanced toward a formal project. Staff recommended returning to the council with recommended locations, a conceptual site plan and an estimated budget once the feasibility review is complete.
