Victorville hears annual report under AB 2561 on vacancies, fire staffing; council receives report

City Human Resources Officer Heather Barber and Marcus Lynch, president of the Victorville Professional Firefighters (VPF), presented the city's AB 2561 annual hearing on vacancies, recruitment and retention at the May 6 meeting. The presentation satisfied the city's obligation under Assembly Bill 2561 to report staffing status before final adoption of the fiscal-year budget.
Barber told the council the city's average vacancy rate for calendar year 2024 was 12.7%, with a citywide vacancy rate of 14.1% as of Dec. 31, 2024 (69 vacancies). The VPF bargaining unit had 72 authorized full-time positions and 10 vacancies on Dec. 31, 2024, a 13.9% vacancy rate. Barber said the city conducted firefighter-paramedic interviews in March…
