The City Council approved a series of contract awards, work orders and related budget actions during its May 13 meeting. Key approvals included:
- Cathcart Construction Company: Council approved use of a competitively bid contract (from Altamonte Springs) that the city will rely on for emergency and non‑emergency potable, sanitary, reclaimed and stormwater repairs. The council also approved Work Order No. 1 under that contract for the Tropical Haven sanitary sewer project (Project 32425), a localized sanitary installation that the city will construct and which will be reimbursed by the Tropical Haven property owner. The work order totaled $389,827.33.
- DRMP, Inc.: Task Order DRMP091 for Parkway Drive gopher tortoise permitting and relocation services was approved for $66,755, and council authorized regulatory fees for relocations not to exceed $150,000. Staff said the relocation scope covers permitting through Florida Fish and Wildlife and relocation of up to 25 gopher tortoises if required by construction.
- Gregory Construction, Inc.: Contract award for replacement of Lift Station 42 (Project 32422), including a new wet well, pumps, force main and generator, was approved in the amount of $697,525.
- CDM Smith (amendment): Council approved Amendment No. 2 for hydrogeologic engineering services related to the reverse‑osmosis concentrate disposal well and associated pipeline and wellhead design, $679,180. Staff said additional savings and reimbursements are expected but not yet closed out, and authorized an administrative budget transfer of $75,000 to fund the amendment pending closeout of related items.
- Garcia Civil Contractors: The DOT‑assisted Melbourne Southwest Trail project (Project 85421) received a construction contract award to Garcia Civil (Orlando) in the amount of $2,131,339.63. DOT identified additional federal funds to cover a bid shortfall so the project can proceed; council approved related resolutions and budget adjustments.
- Insurance renewal: The council approved renewal of the city’s property and liability insurance package with the Florida Municipal Insurance Trust for FY2025 at approximately $4.65 million and a separate petroleum storage tank policy through Chamber Insurance Agency ($20,342). The FY25 premium reflects a roughly 14% increase over FY24.
Other routine approvals included the budget transfer and CRA carryforward items and an appointment to the Melbourne Housing Authority. Council discussed cost variances on several bids and asked staff to monitor change orders and report back on major contracts. All listed items were approved by recorded voice votes at the meeting.
