The Harlingen City Commission approved an ordinance to rezone about 29.1 acres (described as the west 19.55 acres and the north 9.55 acres of Block 76 in the Loncee Hill subdivision) from Residential Single Family (R‑1) to a Planned Development District. The planned development will permit 32‑foot‑wide paved streets with 50‑foot rights-of-way and smaller lot sizes for selected lots, enabling a 140‑lot single‑family residential subdivision proposed by Affordable Homes of South Texas.
Affordable Homes representative Bobby Calvillo said the organization has developed similar projects for roughly 30 years and described the project as a homeownership opportunity for low- and moderate‑income families. He described typical home sizes “anywhere from 1,100 square feet to 1,700–1,800 square feet” and estimated typical sale prices “around $100,000 to $150,000 depending on size,” noting the developer acts as builder and mortgage provider in past projects.
The rezoning request included a public hearing, and no members of the public registered opposition at the hearing. Commissioners praised the proposal as an opportunity to expand homeownership options; the council approved the ordinance on its reading unanimously.
The ordinance language authorizes the adjusted street widths and specific smaller lot sizes on identified lot numbers and provides for publication and enactment per city code. Staff will proceed with final platting and permitting consistent with the approved planned-development parameters.
