Rockville council amends 2024–25 budget, adopts 2025–26 tentative budget and approves routine items

On May 14 the Rockville Town Council approved Resolution 25-0514-01 to open and amend the fiscal-year 2024–25 budget, adopted the 2025–26 tentative budget via Resolution 25-0514-02, and voted to approve the April 19 minutes, April expenditures and April financial statements. At its May 14 meeting the Rockville Town Council voted to open and amend the fiscal 2024–25 budget and to adopt a tentative budget for fiscal 2025–26, after town staff presented detailed line‑item adjustments and revenues-to-date.
Shelley (town staff) walked council members through a page-by-page summary of proposed adjustments. Key changes she highlighted included increasing sales and use tax revenue in the current year from $48,000 to $55,000; revising building permit revenue from roughly $6,200 to about $21,800 in response to higher permit activity this year; and adjusting the Class C road fund receipts to about $17,000 so far with two months remaining. Other line-item adjustments included removal of an anticipated state digitization grant, removal of a tree-project grant not awarded this year, and corrected transfers and reimbursements tied to the maintenance building closeout. Shelley said staff reorganized several expense codes to improve clarity and accuracy.
After the presentation the council voted on two resolutions and several routine approvals. The council approved Resolution 25-0514-01, "A resolution to open and amend the annual budget of revenues and expenditures for the Town of Rockville for the fiscal year ending 06/30/2025." The council also opened a public hearing on the tentative 2025–26 budget and later adopted Resolution 25-0514-02 adopting the tentative budget. Councilmembers then approved the minutes of the April 19, 2025 regular meeting, the April 2025 expenditures (check detail) and the April 2025 financial statements.
Votes recorded during the meeting were unanimous among members present. The council did not record any dissenting votes during the May 14 proceedings.
The council discussed next steps for the tentative budget: staff said the tentative budget remains open for amendment before formal adoption next month if revenues or priorities require changes. Councilmembers and staff also discussed tagging utility meters and breaking out community center utility costs to better track building-level usage.
The meeting concluded with routine administrative reports and the council adjourned following a roll call.
