LA County to refresh markings at Hollingworth intersection; West Covina notes jurisdictional limits

The West Covina Traffic Committee on May 13 received a report from Los Angeles County traffic staff about a resident request concerning the intersection of Hollingworth Street near a nearby school. The item was listed on the committee agenda as Brinker Avenue at Hollingworth Street, but staff noted the intersection legs are within Los Angeles County jurisdiction; West Covina only fronts the school property.
"This intersection is totally in LA County. I don't know if we have anything there, but, so none of the legs are in West Covina," said Jana, a City staff presenter, explaining why the committee's action is limited to receiving and passing information to LA County.
LA County's response, as relayed by West Covina staff, declined requests for LED or flashing stop signs because the intersection did not meet the county's criteria for those devices. LA County said it would: install red reflective strips on the stop sign, add an "All Way" plaque under the stop sign, remove a duplicate stop pavement legend and refresh the stop bar and pavement markings, replace yellow marked crosswalks with continental (piano-key) crosswalks, and add 20 feet of red curb on the north side of Hollingworth Street. LA County indicated the improvements would likely occur within three to four weeks.
Staff said the resident had also requested a crossing guard; that request remains with LA County and the city will forward the resident's comments if necessary. Because the intersection is under county jurisdiction, the Traffic Committee took no enforcement action and recorded the item as a receiving file.
