Planning commission actions: consent approvals, blight review deferred, District 33 PUD recommended

The Lincoln-Lancaster County Planning Commission recorded three formal actions at its May 14, 2025 meeting: a unanimous consent-agenda approval; a unanimous motion to defer two blight-determination items for the Lincoln Cornhusker study area; and a unanimous recommendation to approve change of zone 25007 (District 33 PUD).

Consent agenda: Commissioners voted 9-0 to approve the consent agenda, which included a comprehensive plan conformance review (item 1.1, 25002), an annexation and change of zone pair (items 1.2a/1.2b, 25003/25010), and a special permit 25010 to permit a parking lot within five feet of a property line in a front-yard setback on property generally located at North 30 Fourth/30 First Street and S Street. The meeting notice stated the commission's action on special permit 25010 was final; other consent items were handled as routine approvals.

Blight-determination items deferred: Planning staff read two items removed earlier from the consent agenda for separate hearing: miscellaneous 25004 to review the proposed determination that the Lincoln Cornhusker redevelopment area be declared "blighted and substandard" under the Nebraska Community Development Law, and miscellaneous 25005 to review whether that area meets the statutory definition of "extremely blighted." The study area described is approximately 2,065 acres bounded roughly by North 50th/6th Street (east), Colfax Avenue (north), North 20/7th Street (west) and Holder Street (south). Peter Hine, director of urban development, asked the commission to defer the items to June 11 to allow staff and the consultant to meet and respond to neighborhood feedback; the commission voted to defer both items to the June 11 meeting (motion carried 9-0). The Nebraska Community Development Law was cited in staff descriptions of the statutory standard for blight.

District 33 PUD: As detailed in a separate article, the commission also recommended approval of change of zone 25007 (District 33 PUD) by a 9-0 vote. That item contained substantive public testimony and staff presentations and is being forwarded to the next review authority as a recommendation.
