County says Parkmoor youth hub and Parkmoor Apartments will open this fall; staff to report back on foster‑youth childcare needs

The Board received an update on the relocation and development of the youth services hub and Parkmoor Apartments, DFCS said construction is on schedule and a phased move is planned for late summer with a grand opening in November.
DFCS presented an operational timeline: construction completion targeted between July and August, occupancy and sign‑offs to follow, and a planned grand opening in November. The department said a small presence will remain at the King Road location to preserve East Side access during transition. Staff noted partnerships with the Bill Wilson Center to operate Independent Living Program (ILP) services and said they are testing on‑site childcare for parenting youth and program‑related supervision for class participation.
Supervisor Ellenberg moved to receive the briefing and to direct staff to return with a November report on childcare access and needs for current and former foster youth; the board voted unanimously. Staff said they will work with Bill Wilson Center, the Office of Research and Evaluation, and program participants to design evaluations and surveys to shape operating hours, childcare models and wraparound supports.
