The resiliency plan, presented by Daniela Garcia, administrator for the Office of Strategic Partnerships and Resilient Communities, is the county's first comprehensive long‑term recovery and resiliency strategic plan. "The goal of the plan is to ensure that Adams County is better prepared for, can respond to, and recover from future disruptions, natural or man‑made," Garcia said in her presentation.
Garcia told commissioners the plan reflects more than a year of work, including a baseline assessment using about 50 indicators, more than 20 stakeholder interviews, review of 35 county plans and six community workshops. The strategic framework is organized around five core themes, 14 strategic goals and 59 actionable steps covering data integration, organizational capacity, community engagement, public‑private partnerships and funding diversification.
Commissioner Steve O'Dorisio described the plan as an effort to strengthen neighborhoods from the "bottom up." "If we follow this plan, I hope we will be strengthening folks in our community and our neighborhoods from the bottom up, with the support from the top down," O'Dorisio said.
After the presentation, Commissioner Kathy Mullica moved to approve the resolution for the strategic plan and the motion passed 4–0.
