The Crossville Planning Commission approved a bundle of routine and substantive items covering utility extensions, a setback variance, a financial guarantee update and multiple annexation recommendations.
Key actions approved by the commission (motions and voice votes unless otherwise noted):
- Approval of minutes from the April 17 meeting. Motion carried by voice vote.
- Old Kentucky Stock Road waterline extension: The commission recommended approval of a mainline extension with two options for scope and cost. Staff described an option for a 460‑foot extension estimated at about $6,008 (approximately $7.26 per foot) plus a 10 percent financial guarantee; an alternate 50‑foot extension was estimated at about $2,220 plus 10 percent. Staff also described easement fees the city would pay if it had to acquire easements: roughly $4,000 for the longer alignment and about $1,300 for the shorter alignment; the property owner requesting the extension would be required to fund easement acquisition if the city is asked to secure them. The commission voted to recommend approval of the waterline extension with the staff caveat on which option council may approve.
- 794 Genesis Road sewer line extension: A developer seeking a multifamily development at 794 Genesis Road requested a sewer extension. Staff offered a cost estimate for the extension of $5,798.20 and said easements would likely be required because the low‑pressure line cannot fall within the TDOT right of way; if the city had to obtain easements staff estimated a city cost of about $3,442. The commission recommended approval of the mainline extension and staff said the developer had agreed to proceed with the funding estimate.
- Rutledge property setback variance: The commission approved a six‑foot variance that would reduce the setback for a proposed 10‑by‑30‑foot addition to an existing detached garage/workshop from 14 feet to 4 feet from the adjacent property line; staff said the nearest permanent structure (the restaurant on the adjoining parcel) would remain about 60 feet away and an existing ingress/egress easement limits building on the flagged area. Staff recommended approval; the motion carried.
- Garden Space financial guarantee (letter of credit): The commission approved releasing the current letter of credit for Garden Space ($8,985) and accepting a replacement that included a 10 percent increase, bringing the new amount to $9,883.50.
- Mark property annexation: Staff reported the applicant rescinded a request for sewer; staff recommended annexation from the rear rather than a corridor annexation to avoid creating a county island. The commission recommended annexation from the rear.
- Cooper property annexation: Staff recommended annexation from the rear as well and said the Cooper property did request sewer; a service line authorized by utilities had an easement from a rear property owner allowing the initial service; if the city later extended a mainline in front, the privately installed line could be retired and replaced by a city main. The commission recommended annexing from the rear and approved the staff recommendation.
All items above were advanced as recommendations to city council where applicable; council action is required for annexations and will be the final decision on corridor annexations or other ordinance‑level actions.
