Norwalk awards $3.19 million contract for water‑main replacements, advanced meters and Zone 31 street repairs

The Norwalk City Council unanimously approved awarding a combined contract for City Project Nos. 7449 and 7937 to the lowest responsive bidder for water‑main replacement, advanced meter installs and a local streets rehabilitation program in Zone 31.
City staff described the combined work as replacing just under 5,800 linear feet of water main (about 1.1 miles), installing 513 advanced metering (AMR) devices funded in part through a Bureau of Reclamation grant, adding 17 new fire hydrants, and performing pavement work covering about 7,100 linear feet of streets (about 1.34 miles) using a mix of grinding, overlay and slurry seal. Staff said concrete work (curb, gutter, ADA ramps) was previously awarded under a separate contract to prepare streets for the asphalt work.
Ten bids were received. Staff recommended awarding the contract to Stefan Dork Equipment Rentals Inc. for $3,194,303.65 and authorized the city manager to execute the contract and amendments within a 10–15% contingency. Funding sources include water enterprise funds and local street rehabilitation funding (a combination of gas tax and the USBR grant), and staff reported adequate funding was available.
Glenn Kao (public works) presented project background, scope and coordination strategy — specifically that underground utility work must precede pavement restoration — and described system‑valve and hydrant upgrades to support reliability and fire protection. No public speakers addressed the item. Council members voting aye were Rick Ramirez, Anna Valencia, Vice Mayor Jennifer Perez and Mayor Tony Ayala.
Staff said the AMR meters will upload usage data to a cloud system and integrate with finance for billing. The contract award begins construction coordination for water mains first, followed by the pavement rehabilitation once underground work is complete.
