Middletown planning commission denies conditional use for used‑car lot at 3240 Yankee Road

The Middletown City Planning Commission on Aug. 2025 voted to deny a conditional‑use application to allow an automotive sales and leasing use at 3240 Yankee Road, a corner parcel in the B‑2 Community Business district.

Planning staff said the applicant asked to withdraw the application but had not filed a formal withdrawal, so the commission proceeded. Staff noted the parcel is under half an acre with approximately 233 feet of combined frontage on Yankee Road and Oxford State Road. Staff told commissioners the site's small size and configuration make it a poor fit for automotive sales and that the parcel lies within a Mid Cities Development Opportunity Area where industrial and higher‑value redevelopment is a city priority.

The staff presentation included required use‑specific standards for automotive sales and for any light mechanical work; staff said no screening or outdoor mechanical‑work plans had been submitted and advised the commission that major repair work outdoors should be prohibited if a dealer were allowed. No public speakers came forward during the hearing.

Commissioners said the application did not align with the master plan’s aspirations for the Mid Cities area and moved to deny. On a motion to deny the conditional use, the commission recorded votes to deny that motion; the commission's vote to deny was unanimous among members present. The denial preserves the parcel’s status under current code and leaves open future redevelopment consistent with the city's comprehensive plan and the Mid Cities Development Opportunity Area guidance.

The staff packet lists conditions and appeal procedures applicable to conditional uses; because the commission denied the application, no conditions were imposed. The commission noted the applicant may refile in the future with plans that better reflect the master plan and site constraints.
