Council approves conditional use permit for Muddy Boots Daycare at 4801 Expo Drive

The Manitowoc Common Council on its October meeting approved a conditional use permit allowing Muddy Boots Daycare LLC to operate a childcare center at 4801 Expo Drive for up to 100 children, subject to six conditions recommended by city staff and the plan commission.

Adam Tagan, Community Development Director, told the council the property is zoned B-3 General Business, where a daycare is a conditional use. Tagan said the applicant proposes to occupy roughly half of the existing building and requested daytime hours and licensing for up to 100 children. He said planning staff and the plan commission recommended approval subject to six conditions of approval and that no one opposed the request at the planning informational hearing.

The council voted to accept the plan commission report and adopt the conditional use permit. The motion passed unanimously.

The conditions recommended by staff were summarized at the meeting as limiting operating hours and the number of children, along with other standard facility and code-compliance requirements; the transcript records the number of conditions as six but does not list each condition in full. The plan commission’s recommendation to approve the permit was filed as Document 6-82.

The approval was procedural: staff and the plan commission presented the recommendation, no members of the public spoke against the application at the informational hearing, and councilors did not ask additional questions during the council meeting.

The council’s action will allow Muddy Boots Daycare LLC to seek necessary licenses and begin preparations to occupy the space under the conditions approved by the city.
