Representative Baird, presenting the conference committee report, said the Senate made several modifications including curtailing some supervision and adding a sunset. "On the very first page, we changed a may to a shall," Baird said, describing a change to a prescriptive requirement the committee felt needed to be mandatory. He said the conference committee also added clarifying language indicating the board will determine certain requirements and extended the bill's sunset date to Dec. 31, 2040.
Baird said the committee set a 2040 sunset because it may take several years for foreign-trained physicians to become aware of the program and complete the pathway to practice in the state. "We want to make sure that we had plenty of time for them to get here before we started to evaluate the program and see if it was working," he said.
Representative Slager moved that House Rule 153.1 be suspended so the conference committee report for House Bill 1555 could be eligible for consideration after April 15, 2025, and to amend House Rule 155.1 so the report may be provided for member distribution and held for four hours. The motion (second not specified) passed on roll call, 8-1, with one member recorded as excused.
