Council approves consent items, liquor licenses and a dead-animal removal contract in unanimous votes

The Lincoln City Council unanimously approved a package of routine consent items, liquor license applications and a citywide contract during its April 21 meeting.
Most votes were 7-0 and covered appointments, engineering and zoning housekeeping, special-event liquor permits and a contract for dead-animal removal. City Attorney Johanze Christie described the animal-removal contract as one used across multiple departments.
The council appointed David Landis to the Nebraska Capital Environs Commission for a partial term ending Jan. 9, 2027. The appointment was introduced by Councilor Bowers and carried 7-0 after brief praise from council members for Landis’s prior work.
The council approved a professional services agreement supplement with Alfred Benish Company for preliminary engineering on the Sixth to Seventeenth Street project, and set the Board of Equalization hearing date for maintenance-improvement districts on May 12, 2025, at 3 p.m.
Councilors also approved a corrected distribution of interest earnings on short-term investments for February 2025 and moved forward two items introduced by Councilor Schaub (items 2a and 2b) as part of the consent agenda; each carried on unanimous roll calls.
On liquor licenses, the council approved the application of Textbook 21 LLC (doing business as Residence Inn by Marriott) for a Class C liquor license at 850 R Street and the related manager application for Aaron Stitt. The council also approved special designated licenses for events at Pinnacle Bank Arena and a series of outdoor and indoor event areas for summer concerts and activities. Councilors voted to approve items 4a through 4d together; the motion carried 7-0.
On a procurement item, the council approved a contract with Industrial Services Inc. for dead animal removal for a four-year term with an option to renew. City Attorney Johanze Christie said the contract is “a citywide contract that is utilized by multiple, departments, not just the health department.” Council discussion identified the contract estimate as $30,000 with a not-to-exceed amount of $40,000; the city will be billed per animal removed. The contract passed on a 7-0 vote.
Taken together, the actions represented routine operational business and event licensing for the city; council adjourned following the remaining agenda items.
