Council discusses rodeo parking, parade float, bike-park opening, dog-park improvements and summer farmers market

Oakley City Council spent a portion of its meeting on community events and parks operations, addressing rodeo parking shortages, the city's parade float, the mountain-bike-park grand opening, dog-park maintenance and a proposal for a summer farmers market.

Rodeo and complex parking: Cody, a volunteer for South Summit softball, told the council the rodeo complex parking is increasingly constrained on nights with outside events and corporate tents. Councilmembers discussed prepaid parking passes for corporate groups, designating a set area (historically the northwest corner), and the possibility of shuttles or leasing adjacent property for overflow parking. Staff and committee members agreed to place rodeo parking on a future work session agenda to develop a plan.

Parade float debate: The council reviewed a quote from a company (Modern Display) to build a new float for $12,000; the vendor's average float price was described as $22,000. Councilmembers differed on whether to spend that amount or rely on volunteers; one councilmember said Oakley's volunteer tradition is a distinguishing feature and preferred continuing volunteer-built floats. No formal purchase was approved; councilmembers asked staff to continue recruiting volunteers and assess minor repairs using the existing annual float budget (historically $1,000'$2,000).

Mountain-bike-park opening: The bike-park group sought a grand opening May 24 even though permanent restroom construction is not finished. Council consensus was to hold the opening and provide temporary portable toilets or open the Public Works restrooms for the event; staff said they would order porta-potties as needed and monitor whether they must remain in place afterward.

Dog park improvements: Council agreed staff could cut a section of post-and-cable fencing to add a controlled access point to the dog park and add another access at the east side near the skate park. Council discussed surfacing alternatives (sand, wood chips, limited watering) and the need to beautify the area and add seating; staff will coordinate a site visit and consult a local dog-training resource offered by a resident.

Farmers market request: A Camas Valley group asked to use the parking lot across from City Hall for a Saturday farmers market from June 21 through Aug. 2 and to place temporary banners on venue fences to advertise. Council consented to the proposal and asked staff to coordinate logistics and signage with the event organizers.

Ending: Staff will bring the rodeo parking issue back to a work session, follow up on the float volunteer effort, arrange temporary bathroom solutions for the bike-park opening, implement dog-park access, and finalize arrangements for the summer farmers market.
