The Kenosha Finance Committee voted 5-0 May 5 to deny a request from Colleen R. Weiss to refund a $90 reinspection fee for property at 604320 Sixth Avenue.
City code enforcement staff described a July 29 initial inspection that found siding violations and an order issued to the owner. Multiple reinspections followed; the staff report and testimony recorded at the hearing indicated seven reinspections between July 29 and March 27, with two reinspection fees assessed. Inspector testimony documented that, although some siding work had been completed, materials remained stored in the driveway rather than removed from view or stored indoors.
James Savisky, who identified himself as the owner’s fiancé and gave his address as 604320 Sixth Avenue, testified that contractors completed work on the upper dormer and that the remaining siding was staged on the driveway to be installed later. He told the committee that contractor scheduling delays and winter weather caused the timeline to slip and said the material would be installed in May or June.
An inspector (Mr. Roberts) told the committee the city had made repeated attempts to obtain compliance and that fees reflect the city’s cost to perform repeated reinspections. After hearing from the owner and staff, the committee moved and approved a motion to deny the refund; roll call votes were Alderperson DeBaer — aye; Alderperson Harper — aye; Alderperson Dyson — aye; Vice Chairperson Rosenberg — aye; Chairperson Wilson — aye. The committee’s recommendation to deny will be forwarded to the full council meeting at 7:00 p.m., where the owner may raise objections again.
The committee record shows the city charged two reinspection fees totaling $90; the request sought refund of the second fee. Staff emphasized that repeated periods without communication and repeated inspection visits prompted the denial.
