Commission staff propose new pro contract tiers and instructor certification requirements; PTR training set for Aug. 23

Staff presented proposed changes to pro contracts designed to align instructor compensation with industry norms and preserve program financial sustainability. Under the plan staff described at the meeting, hourly/class compensation for instructors would move to a tiered system roughly along these lines: $40 per class for entry-level (tier 1), $45 for mid-level (tier 2) and $50 for advanced (tier 3) instructors. Staff said certifications and documented trainer ratings would be required to qualify for tiers and that the city would support staff or instructor access to required safe-play training.
Staff said the changes would be implemented through a new annual pro contract taking effect July 1. The proposed model keeps incentive opportunities for instructors’ private lessons and maintains pathways for instructors to increase pay by completing professional-development requirements. Staff emphasized the change aims to make internally offered clinics financially sustainable and to free budget capacity to grow programming.
Commissioners asked how the changes would affect existing pros. Staff reported informal conversations with key pros who, according to staff, were not opposed to the structure; staff also noted the city will continue incentive mechanisms and that the changes primarily affect city-run programming rather than private lessons arranged directly between instructors and members.
Staff also outlined program growth and certifications: a PTR certification event (tennis and pickleball) is scheduled for Aug. 23 to help expand the pool of certified instructors. Staff reviewed junior development pathways (red ball, orange ball, 14U and older age groups), tournament scheduling and ongoing coordination with USTA and local teams. Staff reminded the commission that the city maintains a financial assistance policy for programs tied to free/reduced-lunch eligibility and said the department provides substantial assistance annually.
