Paradise Valley board awards CMAR contract for Indian Bend Elementary rebuild to Chase Building Team

The Paradise Valley Unified School District governing board on Thursday unanimously approved awarding RFQ25-017 — construction manager at risk services — for the Indian Bend Elementary School rebuild to Chase Building Team.
The board’s vote authorizes Chase to begin preconstruction services, including value engineering, constructability reviews, budget development and scheduling, with the district’s architect Orcutt Winslow. "We're looking at about 3 to 4 months" for the preconstruction phase, Barry Chase of Chase Building Team told the board, adding that the team will return with a guaranteed maximum price for the full build at a future board meeting.
The superintendent’s office and district staff described the preconstruction period as the stage in which the construction team, district leaders and the architect refine design and sequencing, identify materials and develop the detailed schedule and budget. Dr. Drew Davis and others involved in the selection process said the district issued the RFQ on March 10, received seven submissions, interviewed the top three on April 9 and conducted fee negotiations before recommending Chase.
Board member Miss Wani asked about community involvement; district staff said a steering committee of about 15 parents, teachers and community members has been meeting and that students will be included at the next meeting. On demolition and site-safety concerns for the older campus, Chase said his team has experience on more than 20 elementary school rebuilds and will develop a comprehensive plan to protect staff, students and the surrounding neighborhood as the project advances.
District staff noted the project is funded through the November 2023 bond program, which provided for two elementary rebuilds and one middle school rebuild. The board approved the contract award by voice vote with no recorded opposition.
The district plans to return to the board with the first guaranteed maximum price at its August meeting; staff said architects from Orcutt Winslow will present updated conceptual designs at the June 19 work session ahead of the GMP submission.
Speakers at the meeting who addressed this item included Mrs. Berrigan (district capital projects presenter), Barry Chase (Chase Building Team), Patrick Shepherd (Chase Building Team), Dr. Drew Davis (district reviewer) and Miss Wani (board member). No public comment produced a change to the recommendation.
The unanimous approval moves the project into detailed design and cost-estimating phases; construction will not proceed beyond the guaranteed maximum price without a subsequent board action.
