St. Augustine planning board recommends updated city vision statement to commission

Planning Manager Jacob told the board staff had run multiple workshops and a citizen survey to gather input for an update to the city’s 2014 vision plan; the outreach generated more than 495 survey responses. Jacob said staff requested that the board review the draft language in the meeting packet and forward a recommendation to the commission because “the city's vision plan sets the tone and direction of the comprehensive plan and other important documents such as the city's strategic plan,” and is therefore important for city policy.
Board members generally praised the draft and suggested small, clarifying edits. Charles Pappas said the draft “is overall I don't have any big issues with it” but urged tightening run-on sentences; he read an example and recommended breaking it into shorter sentences so it reads more clearly. Matthew Schaffer emphasized continued references to “livability” and said the board should preserve that focus. Pappas also recommended strengthening language supporting the local economy so the city could prioritize local businesses when awarding bids. Carl Blow and other members said mobility and traffic — highlighted in public workshops and during events such as Nights of Lights — should remain a priority in the plan.
After discussion the board chair moved to send the draft to the City Commission; a board member seconded the motion and the board called the roll. The following members voted “yes”: Christina Tucker, Charles Pappas, Susan Johns, Matthew Schaffer, Carl Blow and Mike Davis. The motion passed by unanimous roll call and the board’s recommendation will be transmitted to the City Commission for consideration.
Board members and staff said they expect only minor editorial revisions before the commission reviews the draft. The board did not adopt any amendments to the plan language at the meeting and took no further formal actions on related ordinances.
