Resident urges creation of a finance commission; committee agrees to consider an agendized discussion

During the public comment period April 29, resident Tim Silva urged the committee to establish a permanent Finance Commission for the City of Tracy to provide regular public review of city finances.
Silva said a five‑member appointed commission would provide monthly public access to financial presentations, increase transparency as the city’s budget and capital program grow, and help residents understand how tax dollars and project funds are spent. He noted the city’s master infrastructure and capital plans and an $8.0 million CIP shortfall as examples of why community oversight could help.
Interim City Attorney Andrew Shen advised that the committee should not conduct a lengthy discussion tonight because the item was not agendized; he and staff said the idea could be agendized for a future committee meeting. Chairperson Evans asked whether the committee could request staff to return with a process; staff said the item could be placed on a future agenda for fuller discussion and, if the committee chooses, forwarded to council for consideration.
At the committee’s end of meeting items, Chairperson Evans stated he would seek support from Co‑Chair Abercrombie to agendize a committee discussion about a potential Finance Commission; Abercrombie said he would second the request and expressed willingness to hear staff and public input. The committee did not adopt a policy change tonight; instead members agreed to pursue a future, agendized discussion.
