Committee forwards handicap parking request for 205 East Lincoln to council

Ronald Boring, a resident of 205 East Lincoln Avenue, appeared before the Parking and Safety Committee on April 29 to request an on-street handicap parking space near his home.
Boring said he has off-street parking but that the adjacent gravel and a neighbor's vehicles make the driveway too narrow to open a vehicle door fully; he presented three photos showing how a partially opened truck door would contact a gas meter and, in one image, come close to a neighbor’s vehicle. Boring said his mother is 88 and “rapidly headed wheelchair bound” and that he intends to convert front steps to an access ramp when he is able.
City staff noted the committee's usual practice: the city typically does not authorize a dedicated on-street handicap space when there is off-street parking unless that off-street access is not practically usable; staff said these requests are reviewed case by case. The staff presentation said the committee had not yet notified adjacent neighbors (the usual next step) and that notification would occur before any council hearing.
After discussion, a committee member moved to forward the request to council and another committee member identified as Kevin seconded the motion. The committee instructed staff to draft the ordinance, notify neighbors and place the item on a council agenda. Staff clarified for the record that, if adopted by council, the on-street handicap parking space would be available to anyone displaying a valid handicap placard from Ohio or another state, not exclusively to the applicant.
The committee did not record a final council decision; the action at the committee level was to forward the request so council can consider formal adoption.
