The Rockville Planning Commission on April 23 voted to approve and transmit the preliminary annexation plan ANX2023-00147, covering the Shady Grove Metro Station properties and a portion of adjacent CSX right-of-way, to the Mayor and Council for their required adoption.
Manisha Tewari, planning and research manager with Rockville City staff, told the commission the proposed annexation area “is within the city's designated expansion limits” and that staff’s preliminary findings support a mixed-use transit district zoning and the city’s capacity to provide public services if the annexation proceeds.
The annexation plan was the first item on the commission’s agenda. Chair Jamie Espinosa, chair of the Planning Commission, opened the public hearing and set ground rules for testimony, noting that individuals had three minutes and organizational representatives five minutes.
