The Placerville City Council approved an employment agreement appointing Carol Kendrick as the city’s director of Development Services.
City staff (presented by Mr. Morris) said the council had previously approved the appointment in closed session and that the employment agreement before the council matched the standard department-head contract terms. Staff said Kendrick, currently serving on a southern California city council and listed by staff as interim planning and building director in Beaumont, will begin work in Placerville on May 12. Mr. Morris said Kendrick agreed to the contract.
By state code disclosure, staff said Kendrick’s initial compensation will be at step 3 of the department-head salary schedule — $141,096 per year — and she will receive the standard $325 per month car allowance. The council moved and seconded the item and adopted the employment agreement on a roll-call vote (Councilmember Carter — Aye; Councilmember Nell/Noe — Aye; Councilmember Yarbrough — Aye; Vice Mayor Gopburg/Gottberg — Aye; Mayor Clerici/Claricci — Aye).
Public comment included Kathy Lishman, who expressed appreciation for Kendrick’s qualifications but raised concerns about raising a department-head salary to recruit the candidate and asked about impacts on other employees and pay equity.
The council approved the employment agreement as presented; staff will finalize onboarding and report back as needed.
