Council authorizes bidding for Smith Flat Road storm drain and paving project

The Placerville City Council authorized staff to advertise plans, specifications and construction contract documents for the Smith Flat Road storm drain and paving project and to proceed with public bidding.
City staff said the project, designed by REY Engineers under a 2023 agreement, responds to a failed pavement condition index rating for Smith Flat Road (staff cited a PCI of 8). The scope described by staff includes spot repairs to the city’s sewer main at six locations, a new maintenance-access manhole, and replacement of nearly 600 feet of combined 12-, 15- and 18-inch storm drain culverts that cross beneath Smith Flat Road. The project also calls for full removal and replacement of roadway pavement from the US 50 undercrossing near Broadway to Jakeway Road, with paving work matched to existing driveways and private bridges where they cross the creek. Staff noted the project lies within the Eldorado Irrigation District water service area and that EID previously indicated no waterline work was needed within the project limits.
Staff said property owners on Smith Flat Road, 7 Springs Road and Centennial Lane received preliminary notification in March and that construction is expected to start in July. The draft bid documents were complete and staff asked the council to authorize advertising in May, bid opening in June and return to the council for contract award and budget appropriations in July.
Resident Sue Rodman spoke in favor of the project, describing Smith Flat Road as in poor condition and supporting the work.
A motion to authorize advertising for bids was moved and seconded; a roll-call vote recorded unanimous approval (Councilmember Carter — Aye; Councilmember Nell/Noe — Aye; Councilmember Yarbrough — Aye; Vice Mayor Gopburg/Gottberg — Aye; Mayor Clerici/Claricci — Aye). The council did not attach additional conditions in the authorization.
Staff will return with the contract award recommendation and any required budget adjustments following the bid opening.
